Dehradun:- Chief Secretary Mrs. Radha Raturi has expressed deep dissatisfaction over the low loan disbursement by departments compared to the approved proposals under NABARD. She has issued strict directives to all departments to promptly meet the targets for loan disbursement and repayments. In this context, she specifically instructed the Water Supply Department to expedite sending proposals to ensure that NABARD gives them priority.
Need for Process Improvement
Mrs. Raturi has directed the secretaries and heads of departments to hold weekly review meetings to accelerate loan disbursement and repayments. She emphasized the need to address delays in the proposal submission process and instructed that these procedures be simplified and expedited. Additionally, she sought clarification from the School Education Department for their absence in the meeting and asked the Finance Department to review all slow-moving projects.
Status of Development Plans
During the meeting, the Additional Secretary of Finance reported that, for the year 2024-25, the target for the Rural Infrastructure Development Fund (RIDF) is ₹1162 crore, whereas only ₹232.28 crore has been disbursed so far. Under NABARD’s RIDF, irrigation facilities have been developed over 2.05 lakh hectares, and approximately 14,766 kilometers of rural roads have been constructed and improved. The Chief Secretary expects all departments to work in a timely manner to ensure that the state’s development plans are implemented swiftly.
