Decades Long Wait Ends as Kishau Project Gets Green Signal, Six States Set to Benefit

Kishau Project, Uttarakhand, Water Supply, Irrigation Project: For decades, the Kishau Multipurpose Project remained one of the most discussed yet unresolved infrastructure projects in northern India. Generations saw announcements, meetings and negotiations, but the ambitious project never moved beyond planning. Now, a major breakthrough has finally arrived. The long pending project has received a fresh push after six states agreed to move forward with its implementation, bringing renewed hope for water security, irrigation and power generation across the region.

Six States Reach Consensus on the Project

The breakthrough came during a high level meeting chaired by Union Home Minister Amit Shah in New Delhi. Representatives from Uttarakhand, Himachal Pradesh, Delhi, Uttar Pradesh, Haryana and Rajasthan reached a consensus and agreed to sign a Memorandum of Understanding for the implementation of the Kishau Multipurpose Project. With this agreement in place, the project will now be forwarded to the Union Cabinet for final approval.

Why the Kishau Project Is Important

The Kishau Project is planned on the Tons River, the largest tributary of the Yamuna River, along the Uttarakhand and Himachal Pradesh border. The project has long been viewed as a crucial solution for increasing water availability in the Yamuna basin. It is expected to support drinking water supply, improve irrigation facilities and generate substantial hydroelectric power. Experts also believe it will help maintain cleaner water flow in the Yamuna and contribute to the river’s rejuvenation efforts.

The project is expected to create large water storage capacity that can help address water shortages in several northern states, especially during dry seasons. Besides providing drinking water, it is expected to support irrigation over a vast agricultural area and generate around 660 MW of hydroelectric power. The benefits will extend far beyond Uttarakhand and Himachal Pradesh, reaching millions of people in Delhi, Haryana, Rajasthan and Uttar Pradesh.

Funding Formula Clears Major Obstacle

One of the biggest challenges delaying the project for years was the issue of cost sharing among participating states. During the recent meeting, a consensus was reached on the financial structure. The Central Government will bear 90 percent of the water component cost as central assistance, while the remaining 10 percent will be shared by the six participating states. This agreement has removed one of the most significant hurdles standing in the way of the project.

The Kishau Project was declared a National Project in 2008, but despite its importance, implementation remained stalled for years due to issues related to water sharing, funding and coordination among states. The recent agreement is being seen as a landmark step that could finally turn years of planning into reality. The project has now entered a crucial phase where actual implementation appears closer than ever before.
